The Executive Agency has recently released two important documents:

Culture Programme Guide update
The update of the Culture Programme Guide follows new financial regulations introduced earlier this year, which is also the reason for this year’s extension of deadlines. The update modifies certain sections of the Guide only. Changes have been made in the following areas:

• Increase in subcontracting limit and clarification of what is deemed “subcontracting”
• Updated flat rates
• Updated calendar dates (application, notification, etc)
• VAT is an eligible cost only if the organisation cannot recover it
• Submission of electronic documents
• Changes to the no-profit rule
• Financial guarantees and proof of financial and operational capacity for grants below EUR 60,000
• Clarification on reporting
• Pre-financing
• Literary Translation required documents, reporting and eligible translation dates
• Strand 2 degressivity rule not applicable from 2013

Budget Form E-tutorial
The Agency has prepared a budget form tutorial for Strands 1.1, 1.2.1 (Cooperation Projects) and Strand 2 (Operating Grants). If you haven’t attended a bid-writing workshop, we recommend you watch this tutorial, less than 25 minutes each!
